SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s)
Belle Isle Tenant Management Organisation (BITMO) is an industrial and
provident society, responsible for the management of 1 985 Council
properties in the Belle Isle area of Leeds (South Leeds). BITMO, under the
terms of the Right to Manage Regulations and in conjunction with Leeds
City Council wishes to provide high quality services to tenants and
leaseholders. BITMO is looking to appoint a suitable contractor to deliver
the following:
1) Responsive repairs, internal refurbishment, drain clearance, kitchen
and bathroom replacement, garage refurbishment and adaptations.
(LCC14139).
2) Gas servicing, repairs and maintenance works - to include responsive
maintenance gas service and safety checks to all mechanical activities
including natural gas, renewable energy appliances, replacement and
installation of central heating systems. (LCC14139-B)
The estimated value of the contracts are in the region of :
1) 2 000 000 GBP per annum for responsive repairs and refurbishments etc,
with a contract period of 5 years, totalling 10 000 000 GBP over the
contract period.
2) 500 000 GBP for gas servicing and repairs etc, with a contract period
of 5 years, totalling 2 500 000 GBP over the contract period.
BITMO is seeking 1 contractor to deliver each of the above. Contractors
may apply for either or both. The contracts will be with Leeds City
Council.
A fundamental requirement for these contracts is to deliver the following
outcomes:
— strong on customer focus and involvement,
— able to demonstrate value for money and cost effective delivery,
— show a track record in achieving good performance standards and ability
to adopt key performance indicators determined by the client,
— deliver a service that is strong on community involvement and supports
local employment through training and apprenticeships.
The selected contractors and suppliers will be required to implement and
deliver capital improvements, refurbishment works and gas servicing and
repairs at all times ensuring that such works are delivered in accordance
with the agreed service and quality standards, and ensuring that key
perfomance indicators for service delivery are met.
The working arrangements sought through these proposed contracting
arrangements should seek to use best practice.
— in the delivery of the programmes,
— in dealing with residents and working around residents,
— in seeking to reduce waste,
— in seeking to eliminate defects and latent problems,
— to eliminate health and safety concerns and accidents,
— to work to predictable and improving time scales and cost targets,
— to develop an integrated supply chain,
— to sustain capacity and capability for programme delivery through
appropriate training and employment initiatives.
The selected contractors will also be expected to work with and support
the Belle Isle Tenant Management Board, which includes a majority of
tenants.

questionnaire documentation must be returned by no later than 12 noon on
the date specified in IV.3.4.
In addition interested parties should note that the Transfer of
Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply
to these contracts.
VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals
Precise information on deadline(s) for lodging appeals: This authority
will incorporate a minimum 10 calendar day standstill period at the point
information on the award of the contract is communicated to tenderers.
This period allows unsuccessful tenderers to seek further information from
the contracting authority before the contract is entered into. Applicants
have 2 working days from notification of the award decision to request
additional debriefing and that information has to be provided a minimum of
3 working days before expiry of the standstill period. Such additional
information should be requested from the addresses found in 1.1, If an
appeal regarding the award of contract has not been successfully resolved
the (for Public Sector) Public Contracts Regulations 2006 (SI2006 No5)
provide for aggrieved parties who have been harmed or are at risk of harm
by a breach of the rules to take action in the High Court (England, Wales
and Northern Ireland). Any such action must be brought promptly (generally
within 3 months). Where a contract has not been entered into the court may
order the setting aside of the award decision or order the authority to
amend any document and may award damages. If the contract has been entered
into the court may only award damages.
